The Ministry of Human Resources and Social Development in Saudi Arabia has introduced a new service that enables the transfer of domestic laborers between employers through a government portal. This initiative, accessible via the Musaned platform, is aimed at enhancing the domestic labor sector within the Kingdom. The service seeks to improve recruitment practices, protect workers’ rights, regulate contractual relationships, and ensure effective oversight.

  1. Transfer via Musaned Platform: The newly launched service provides a mechanism for transferring domestic laborers from one employer to another. This process is facilitated through the Musaned platform, which serves as a central hub for various employment-related activities.
  2. Empowering Employers: The responsibility for the cost associated with the transfer of domestic laborers lies with the employer. This cost includes the expenses related to the transfer process itself.
  3. Streamlined Transfer Process: Saudi citizens will be able to initiate the transfer of domestic laborers through the government portal using a simple and convenient electronic procedure. The established regulations, rules, and conditions for recruitment are followed throughout the process.
  4. Consent of All Parties: To finalize the transfer, all parties involved in the employment relationshipโ€”the current employer, the domestic worker, and the prospective employerโ€”must agree to the transfer. This ensures a consensual and transparent process.
  5. Electronic Payment: Payments related to the transfer will be conducted through secure electronic channels on the Musaned platform. These payments adhere to the pricing structure set by the Ministry of Human Resources and Social Development.
  6. Protection of Rights: The ministry emphasizes that both the employer’s and the domestic worker’s rights are safeguarded throughout the transfer process. A contract outlining the duration of employment and clauses ensuring the rights of both parties will be issued.

Expert Endorsement: Experts and legal professionals within Saudi Arabia, such as Osama Ghanem Al-Obaidy, an adviser and professor of law at the Institute of Public Administration in Riyadh, have welcomed this initiative. They believe it will contribute to the improvement of domestic worker recruitment practices and assist in addressing concerns and disputes.
  9. Musaned Platform’s Evolution: The introduction of this service is part of the ongoing efforts by the Ministry of Human Resources and Social Development to enhance the domestic labor sector. The Musaned platform has previously launched initiatives such as the documentation of employment contracts for domestic workers.
