In 2023, Canada exceeded its annual target by granting 471,550 permanent residence (PR) visas, surpassing the 2022 total of 437,600. PR visas are issued by the Canadian government through Immigration, Refugees, and Citizenship Canada (IRCC). The 2023-2025 Immigration Levels Plan outlined the following PR admission targets:
- 465,000 in 2023
- 485,000 in 2024
- 500,000 in 2025
The 2024-2026 Immigration Levels Plan, announced later, retained the targets for 2024 and 2025, with a 2026 target set at 500,000. The overall admissions include the primary applicant and their dependents, such as spouses, partners, and children.
