Alberta and Manitoba have started giving Provincial Attestation Letters (PALs) to international students who got accepted into schools there, according to CIC news.
These PALs are provided by Designated Learning Institutions (DLIs) in each province, which are the only schools authorized to accept international students in Canada.
The specific details about how many PALs each province will give out and how they will be distributed are not known yet.
How to Get a PAL in Alberta?
Starting March 1, Alberta began issuing PALs, but the exact process is not clear yet.
Post-secondary institutions (DLIs) will request PALs for accepted international students. Students are advised to contact their school’s registrar for more information, as per CIC news.
International students applying for a PAL might need to show extra commitment to their school. For example, students may have to pay a deposit and accept their admission offer for the DLI to request a PAL from the Alberta government.
Most Alberta universities will email students once their PAL is ready for download to help with their final study permit application.
How to Get a PAL in Manitoba?
Manitoba started giving PALs to international students from March 4, 2024.
Similar to Alberta, Manitoba’s PALs are distributed by DLIs across the province. Students may need to submit a deposit to their DLI before the institution can apply for a PAL on their behalf. For example, the University of Manitoba requires a $2,000 CAD non-refundable tuition deposit to be paid by credit card within 10 business days of the application decision for PAL processing.
Different DLIs in Manitoba may have different requirements for PAL applications. Incoming international students should check these requirements with their chosen school’s registrar during the application process.
